As April wasn't a very intense month, full of many significant events, we decided to summarise it in one blog post. Read away to stay informed!
6th of April
"Roving Inspection Drama Team" announces that Mr. Li XueZheng got hired as a "consultant for building a clean government".
8th of April
While we were impatiently waiting for Mr. Li XueZheng account to be unmuted it got suddenly closed on 8th of April. The same happened to his Toutiao account and the tag 李学政.
The Roving Inspection Drama Team passed on the message from him saying that "Social media will not have LXZ going forward". The post was quickly deleted by Weibo.
During this critical moment, our Director Li has something to say, "no matter what I believe in justice and the leadership of the Party towards a more just society. I'm well. Thank you for your concerns. I hope everyone focus on their real jobs abide the law, and use our powers to repay our country, love our Party and our government! Social media will not have LXZ going forward. Thank you everyone!

More than 8 months passed since CAPA unlawfully and groundlessly called for a boycott of an innocent man - Zhang Zhehan. Despite netizens tireless questioning and calls for justice CAPA is still peacefully working, now recruiting new members. Apparently one can become a member if he applies up to 29th of April and will pass the board review. We're still waiting for procedural justice to be set in motion.

14th of April
On 14th of April Ministry of Civil Affairs published the Notice about carrying out Sampling Audits of Social Organizations and Private Non-enterprise Units in 2022. They chose 209 organizations, including CAPA, to audit their structures, accounting, financial and operational management etc. to make sure that they're operating according to law and values of government. The audit will be carried out from May to July 2022. We hope for detailed and thorough audit that will reveal all of the frauds committed by the CAPA.
15th of April
On 26th October 2021 Cyberspace Administration of China published regulations draft that among other things obliges social media platforms to show users location via IP address (Art 12). According to draft, its purpose is to prevent spreading of misinformation. On 15th of April Douyin, Xiaohongshu, Kuaishou, Baidu and other social media platforms have implemented this solution as Weibo did before.

On 15th of April NRTA issued a warning for immoral artists to not appear on livestreams. QuelleVous did a quick summary:

18th of April
As you may remember from 3rd of March things associated with entertainment managers (rules, punishments) and their licensing - including writing test are streamlined and managed by MCT - Ministry of Culture and Tourism. Previously those responsibilities belonged to CAPA. On 18th of April MCT stated that entertainment managers must obligatorily undergo 20 hrs of continual training annually - it should be FREE. Previously test held by CAPA cost 2000 rmb per test.
MCT states that entertainment managers must undergo 20hrs of continual training annually, along with taking into consideration other conditions like social credit and awards. This training should be free. The agency is also looking for feedback currently. Brought by QuelleVous on Twitter

21st of April
On 21st of April the 2022 Douyin Live Streaming Industry Ecological Conference was held. CAPA with other industry organizations jointly launched a self-discipline initiative for the live broadcast industry to promote the development of the industry in a standardized way and rectify bad behaviors such as induced fraud, vulgar content, black production etc. Does the organization such as CAPA has any right to speak about a healthy development of the industry with Pan Yan, Secretary General of CAPA as one of the main speakers?
24th of April
CAC has set up a Qing Lang - Anti Cyberbullying taskforce. It will specifically focus on 18 social media platforms that are prime places for cyberbullying to take place, including Weibo, Douying, Baidu Tieba, Zhihu etc. CAC will build a management chain that aims to: 1. improve the identification of types of cyberbullying, placing early warning mechanisms in place to identify topics that are likely to result in cyberbullying. 2. protect victims in real-time through filtering out cyberbullying contents, enforcing a "one button protection" system, building fast reporting & evidence collection avenues, increasing visibility of warning pop up notifications, focusing on protecting vulnerable groups. 3. stopping the spread of cyberbullying messages via social media platforms, live streams, search engines, news, hot search, super-topic, group chat, popup notifications etc., clearing out harmful contents & comments. 4. Increase the level of punishment, including legal liabilities, not only on the offending accounts, but also on the companies behind them, and the social media platforms that failed to perform their duties. 5. Increase the level of exposure to serve as warnings, to inform the public on the status of high profile cases that serve as examples, and encourage the rational voices from experts and professional org.

On 25th of April CAPA found a new source of income by establishing a mediation center. It has to help resolving internal and related civil and commercial disputes within the industry.
26th of April
On 26th of April CAPA ultimately decided to call for boycott of a celebrity sentenced for drug smuggling. It's written that they had checked with relevant authorities on the sentencing of her crime which is the courtesy they didn't extend to Zhang Zhehan.
27th of April
CAPA released its market and statistical research data for 2021, showing the top performing & highest demand performances of 2021. The SHL Concert - 生来知己 - 山河令 was ranked in the top 10 for highest grossing box office.
